This is presumably an alternative spelling for pát-tar-pal-ḫi-, found also in KBo 53.110+, (Frg. 1+2) obv. II 11′/5′ and rev. IV 14.
Note the use of of iwar constructed not as a postposition following a genitive, as usual, but as a conjunction ( Tischler J. 1977-1983a, 500), only found in New-Hittite texts ( Hoffner H. 1994b, 46-48).
It is unclear whether this is a personal name (perhaps the same individual mentioned in KBo 22.40 and KBo 43.61+, frg. 2 rev. iv 18′)or the Luwian word for daughter ( Starke F. 1987a, 253).
